My 7-year old daughter lost a tooth in early December. It’s now April, and there still is no sign of a tooth coming in. All of her other teeth came in just great after she lost them. Is this one dead?

You could have explained better by mentioning which tooth it was. As there are different ages when the particular permanent teeth erupt out.
With age being around 7, the front teeth usually erupt out but if you are talking something about the back teeth i.e. the molars, 7 years is not the age when the molars erupt.
The milk teeth molars are still present and if at all they have been removed or fallen, the eruption of permanent teeth doesn't occur at the same time. It will follow the normal cycle as it does in every other person.
One can't say whether the tooth is dead or not, but that can be checked and explained when an X-ray is taken.
You should visit a dentist and get the X-ray taken to see whether the next tooth is embedded in the jaw before and is at the stage of eruption, or has it taken any other path and has got impacted, than the normal coming out into the oral cavity.
